What Your Day Will Look Like:

Consor Engineers is seeking an experienced Senior Project Manager to lead complex infrastructure and public‑sector projects throughout Utah. This role is responsible for overseeing project planning, stakeholder coordination, regulatory compliance, budgeting, and delivery of multidisciplinary engineering projects. The ideal candidate brings a strong background in public infrastructure, intergovernmental coordination, and executive‑level leadership, with the ability to manage high‑visibility projects involving municipalities, state agencies, and regional partners.

What You'll Do:

  • Lead and manage large‑scale infrastructure and public works projects, from planning and scoping through delivery and closeout
  • Serve as the primary point of contact for municipal, state, and regional stakeholders, ensuring alignment across agencies and governing bodies
  • Oversee project budgets, schedules, and resources, ensuring projects are delivered on time and within budget
  • Coordinate multidisciplinary engineering teams, consultants, and external partners
  • Navigate and manage regulatory, policy, and governance considerations, including public approvals and board presentations
  • Prepare and present project updates, executive summaries, and recommendations to public officials, boards, and senior leadership
  • Support strategic planning efforts and long‑range infrastructure initiatives
  • Contribute to business development efforts, including proposal strategy and client relationship management
  • Mentor and support project managers and junior team members

What You'll Need:

Required Qualifications

  • 10+ years of progressive experience managing complex projects, preferably within public infrastructure, municipal, or utility environments
  • Proven experience working with local, regional, and state agencies
  • Demonstrated ability to manage budgets, funding sources, and multi‑stakeholder governance structures
  • Bachelor’s degree in engineering, Public Administration, Business, or a related field
  • Strong leadership, communication, and stakeholder‑engagement skills
  • Ability to work effectively with elected officials, executive leadership, and technical teams

Preferred Qualifications (not required)

  • Experience leading or supporting water resources, environmental, transportation, or public infrastructure programs
  • Familiarity with Utah municipal structures, state agencies, and regional authorities
  • Master’s degree (MPA or related field)
  • Project Management Professional (PMP) or similar certification (preferred, not required)

This job operates between an office environment and some project site visits. Routinely requires the use of standard office equipment such as computers, phones and copy machines. May require occasional exposure to work environments that may include inclement weather, heat, humidity, noise, hazard, atmospheric conditions, and bodies of water, depending on project requirements.
While performing the duties of this job, physical demands of the employee include frequent sitting, moving, standing, talking, hearing, and occasional balancing, stooping, kneeling, crouching, reaching, handling, grasping, and feeling. This job may occasionally require operating a company vehicle, and lifting, carrying, pushing, and pulling up to 35 lbs.
