What Your Day Will Look Like:

As a Senior Traffic Project Manager, you will lead the successful delivery of complex traffic engineering and transportation operations projects throughout the Houston region, overseeing all phases from planning and traffic studies through design, implementation, and construction support. This role is responsible for managing the full project lifecycle, including traffic impact analyses, traffic signal design, intelligent transportation systems (ITS), roadway illumination, signing and pavement markings, maintenance of traffic (MOT) plans, and the preparation of Plans, Specifications, and Estimates (PS&E), while ensuring alignment with client objectives, regulatory requirements, and budget and schedule commitments.

 

You will provide technical leadership and strategic direction to multidisciplinary teams, guiding the development of innovative mobility, safety, and traffic operations solutions for state, local, and municipal clients. The role requires coordination with internal stakeholders, clients, regulatory agencies, and external partners to proactively manage project risks and ensure the delivery of high-quality, technically sound solutions. The Senior Traffic Project Manager is accountable for project performance, resource allocation, technical excellence, and client satisfaction, serving as a trusted advisor on traffic engineering, transportation planning, ITS deployment, traffic modeling, and operational improvement strategies.

 

What You'll Do:

 
  • Lead development of project scopes, schedules, and fee estimates, ensuring alignment with client objectives, regulatory requirements, contract obligations, and profitability targets.
  • Provide oversight and technical direction for complex traffic engineering projects, including traffic impact studies, traffic signal design, traffic operations analyses, Intelligent Transportation Systems (ITS), transportation safety studies, roadway illumination, signing and pavement markings, and maintenance of traffic (MOT) design across all phases of project delivery.
  • Manage multidisciplinary teams, coordinating engineers, planners, designers, and subconsultants to deliver high-quality traffic studies, operational analyses, and PS&E packages on schedule and within budget.
  • Serve as the primary point of contact for clients, fostering strong relationships and ensuring clear, consistent communication throughout the project lifecycle.
  • Drive business development efforts, including pursuit strategy, proposal preparation, and interview participation to secure new traffic engineering, transportation planning, and ITS projects.
  • Collaborate with client account managers and leadership to identify growth opportunities, strengthen strategic partnerships, position the firm competitively, and successfully win project pursuits.
  • Oversee project financial performance, including budget management, forecasting, resource planning, and risk mitigation to ensure successful project outcomes.
  • Ensure compliance with applicable design standards and regulatory requirements, including TxDOT, MUTCD, AASHTO, FHWA, and local agency criteria, as well as quality assurance and quality control protocols.
  • Proactively identify technical, operational, stakeholder, and project delivery risks and develop mitigation strategies to maintain schedule, budget, and technical excellence.
  • Mentor and develop junior staff, providing leadership, technical guidance, and training in traffic engineering, transportation operations, ITS technologies, traffic modeling software, and project delivery best practices to build a high-performing traffic engineering team.

 

What You'll Need:

  • Bachelor of Science in Civil Engineering.
  • Professional Engineer (PE) license.
  • 15+ years of transportation engineering experience, and 5+ years of project management experience.
  • Demonstrated experience managing project scopes, schedules, budgets, and multidisciplinary teams on large-scale roadway or highway projects.
  • Proven track record of delivering projects on time and within budget while meeting client expectations and quality standards.
  • Established client relationships and a history of contributing to or winning new work with DOT, municipal, or regional agencies.
  • Experience supporting or leading business development efforts, including proposal preparation, pursuit strategy, and client presentations/interviews.
  • Ability to identify opportunities, develop capture strategies, and collaborate with leadership to expand market presence.
