What Your Day Will Look Like:

Consor is seeking an experienced ITS Lead to provide technical leadership, project delivery oversight, and strategic growth support for our Texas Transportation team. This role will lead the planning, design, and implementation of Intelligent Transportation Systems (ITS) solutions that improve safety, mobility, reliability, and operational performance across transportation networks.

 

The ITS Lead will serve as a subject matter expert for a wide range of transportation technologies, including traffic management systems, communications networks, roadway sensors, connected infrastructure, traveler information systems, and emerging transportation technologies. The successful candidate will lead multidisciplinary project teams, mentor technical staff, support business development efforts, and build strong relationships with clients including TxDOT, metropolitan planning organizations, municipalities, and other transportation agencies. This position offers the opportunity to play a key role in shaping innovative transportation solutions throughout Texas while helping grow and strengthen Consor's ITS practice.

What You'll Do:

  • Lead the planning, analysis, design, and delivery of ITS projects for state, municipal, and regional transportation clients throughout Texas.
  • Serve as the ITS technical lead for transportation improvement projects, coordinating with roadway, traffic, electrical, bridge, drainage, and utility design teams.
  • Develop ITS system architectures, concept of operations documents, specifications, plans, estimates, and technical reports in accordance with client standards and industry best practices.
  • Lead the design and integration of ITS infrastructure, including fiber optic networks, communication systems, traffic management systems, CCTV cameras, dynamic message signs, vehicle detection systems, connected vehicle infrastructure, and roadside communication devices.
  • Provide technical quality control reviews and ensure project deliverables meet client requirements, industry standards, and company quality expectations.
  • Manage project scope, schedules, budgets, staffing, and client communications for ITS-related assignments.
  • Collaborate with transportation agencies to identify operational needs and develop innovative technology solutions that enhance system performance and mobility.
  • Support strategic planning, business development, and proposal preparation efforts, including client presentations, technical approaches, and pursuit strategy development.
  • Mentor and develop engineers, designers, and emerging ITS professionals by providing technical guidance, training, and project leadership opportunities.
  • Support the advancement of smart mobility initiatives, connected and automated vehicle technologies, traffic operations programs, and emerging transportation technologies.
  • Coordinate with vendors, contractors, and agency stakeholders during design, procurement, implementation, testing, and system acceptance activities.
  • Represent Consor at industry organizations, professional conferences, client meetings, and technical workshops.

What You'll Need:

  • Bachelor's degree in Civil Engineering, Electrical Engineering, Transportation Engineering, Computer Engineering, or a related engineering discipline.
  • 10+ years of progressively responsible experience in ITS, traffic engineering, transportation technology, or related transportation infrastructure projects.
  • Professional Engineer (PE) license in Texas or ability to obtain Texas licensure through reciprocity.
  • Demonstrated experience leading ITS planning, design, and implementation projects for transportation agencies such as TxDOT, municipalities, toll authorities, or regional transportation organizations.
  • Strong understanding of transportation systems, traffic operations, transportation communications networks, and ITS infrastructure.
  • Experience developing ITS plans, specifications, estimates, and technical documentation.
  • Knowledge of applicable standards and guidelines, including TxDOT ITS standards, NTCIP protocols, FHWA guidance, MUTCD requirements, and relevant industry best practices.
  • Proven project management experience with responsibility for schedules, budgets, client management, and technical delivery.
  • Strong written and verbal communication skills with the ability to present technical concepts to diverse audiences.
  • Demonstrated ability to lead multidisciplinary teams and mentor engineering staff.
